Final Report: A double-sided causer pays implementation of frequency deviation pricing

The Australian Energy Council with ARENA support has sponsored this Project to examine a specific option for pricing and promoting a market for Primary Frequency Response in the National Electricity Market. PFR is a service required to keep system frequency within an acceptable limit (as defined by the Reliability Panel) under normal operating conditions.
